Ed Levin Rules Summary


Before flying at Ed Levin, all pilots must have:

  1. a USHPA card on their person showing current membership and
  2. a WOR proficiency sticker on their helmet, the color and shape of which correspond to their current USHPA rating.
A WOR proficiency helmet sticker is required for all pilots except unrated students and tandem students accompanied by an authorized WOR Instructor or tandem pilot. See below for ways in which pilots can obtain the required helmet sticker.

A USHPA card showing current membership is required for all pilots, including tandem students and unrated students. The USHPA has a procedure by which Observers / Instructors may issue a foreign pilot a USHPA rating using a combination of his/her country's rating system and observed flying skills. A foreign pilot must (1) join the USHPA and wait for a USHPA membership card to arrive in the mail or (2) obtain a prepaid 30-day temporary USHPA membership from a USHPA-certified instructor before flying at Ed Levin, even if the pilot already has an IPPI card. Please note that not all of these instructors have the forms required to issue a prepaid 30-day temporary USHPA membership.

A few words about waivers. If there is a proficiency sticker on a pilot's helmet, there is no need for the pilot to sign another Ed Levin waiver. The WOR has on file the waiver the pilot signed when the sticker was issued. If a pilot's helmet does NOT have a WOR proficiency sticker, the pilot can NOT fly at Ed Levin, no matter how many waivers the pilot signs. Waivers in the lock box at Ed Levin are there for drivers and spectators. The waiver of liability must also be signed by a parent or legal guardian if the driver or spectator is less than 18 years old.

An unrated student (without a proficiency sticker) can fly ONLY under the direct supervision of an authorized WOR Instructor present with the student. Unless a student can produce a WOR card, a WOR Instructor must have a student complete an online WOR pilot registration, sign a waiver, and deliver the waiver to the WOR Membership Services Director before the student enters the flying site. If the waiver is left in the lock box at Ed Levin, it must be left in the Student Waivers folder and not the Driver/Spectator Waivers folder. Please note that if a pilot lacks either a WOR ID sticker or a WOR expiration sticker displaying the current year, there are many things the pilot can not do. Among other things, the pilot can not open any gates or fly from the top launch unless accompanied by a WOR member pilot who is aware that the pilot being accompanied is not a WOR member. It bears repeating that, even if a pilot has a gate combination, the pilot may not use the combination unless:

  1. the current year appears on the WOR expiration sticker on the pilot's helmet,
  2. present at the gate with them is another pilot who has the required WOR expiration helmet sticker, or
  3. the pilot is leaving (not entering) the flying site - e.g., driving a vehicle back down the hill.
Anyone who gives a pilot a lift up the hill must first confirm (before heading up) that the pilot has the required helmet sticker. If the pilot has a WOR proficiency sticker, but not the one required for the launch, then they must have required sign offs and a sponsor. If the pilot does not have a WOR expiration helmet sticker displaying the current year, ask to see a USHPA card showing current membership.

Any sponsor must display a Blue WOR proficiency sticker of the same shape as the pilot's, a white WOR ID sticker, and a WOR expiration sticker (showing the current year) on his/her helmet. If the sponsor does not have a WOR expiration helmet sticker displaying the current year, ask to see a WOR card showing current membership.

Anyone who brings a spectator or driver up the hill must first confirm that they have signed an Ed Levin waiver.

To summarize, pilots who are not current WOR members can not:

  1. open a gate to go up the hill unless accompanied by a current WOR member,
  2. fly from the top launch unless a current WOR member with a Blue helmet proficiency sticker is on site, and
  3. sponsor other pilots.

Obtaining a WOR proficiency helmet sticker

If you do not already have a WOR proficiency sticker and you want to obtain one, you have two choices: (1) join the WOR or (2) register as a guest pilot. If you register as a guest, you can not fly unless accompanied by a current WOR member. And please see above for other restrictions.


Joining the Wings of Rogallo

  1. To join the WOR for the first time, go to the New Member Signup web page and add yourself to the WOR membership database.

    Be sure to enter your USHPA number correctly on the New Member Signup web page. As you complete information on each tab, be sure to click the Save Changes button before selecting another tab.

    If your USHPA number is from a prepaid 30-day temporary USHPA membership, please be aware that if/when you apply for and receive a permanent USHPA card, you must use the Use Permanent USHPA # link (available after logging in through the Membership web page) to update your record in the WOR membership database to reflect your permanent USHPA number.

  2. Download an Ed Levin Park Waiver and complete the following fields using Adobe Acrobat:
    • participant's name (on page 1),
    • USHPA # (please be sure to enter correctly on page 2),
    • Date field next to participant's signature (on page 2),
    • name of person who will witness the participant's signature (on page 2), and
    • Date field next to witness's signature (on page 2).

    If you are under 18, complete the following additional fields:

    • name of participant's parent or legal guardian (on page 2) and
    • Date field next to participant's parent or legal guardian's signature (on page 2)

    Print the waiver, sign it, have the witness sign it, and (if appropriate) have the parent or legal guardian sign it.

    Please be sure to enter the same USHPA number on the waiver as you entered on the New Member Signup page. It is the USHPA number which unambiguously connects your waiver to the entry you added to the WOR membership database in Step 1 above.

  3. Examine the WOR membership application. to determine the membership fee due from a new member, which varies based on the time of year you are joining.

    Write a check for the membership fee and mail it, along with the waiver (properly completed as instructed above) to the address on the WOR membership application.

    A WOR proficiency sticker can not be sent to you until the waiver reaches the Membership Services Director, so mail it as soon as possible. In order to process the waiver when it arrives in the mail, the Membership Services Director must be able to unambiguously identify the entry in the WOR pilot registration database associated with the properly completed waiver.

    A WOR proficiency sticker will be returned by mail.

A WOR proficiency sticker can also be obtained at Mission Soaring Center, if the shop is open, and from some other local schools/instructors.



Registering as a guest of the Wings of Rogallo

If you register as a guest, you can not fly unless accompanied by a current WOR member. And please see above for other restrictions on pilots who are not current WOR members.

  • To register as a guest pilot for the first time, go to the Pilot Registration web page and add yourself to the WOR pilot registration database.

In order to process the waiver when it arrives in the mail, the Membership Services Director must be able to unambiguously identify the entry in the WOR pilot registration database associated with the properly completed waiver.


Requirements for flying at Ed Levin

Below is a summary of pilot proficiency/sponsor requirements at Ed Levin. Read them, know them, and meet all requirements before attempting to use an Ed Levin launch. If this summary should differ from the Ed Levin Park Site Procedures, the site procedures will prevail.
